5月17日，为加强共建“一带一路”合作，深化中国与塞拉利昂在基础设施建设、贸易、公共服务、青年交流等领域的合作与交流，推动中塞全面战略合作伙伴关系再上新台阶，更好更多地造福两国人民，丝路国际智库副理事长兼秘书长杨东平同塞拉利昂共和国工程与公共资产部长丹尼斯·桑迪（Dr. Denis Sandy）签署谅解合作备忘录。

On May 17, in order to strengthen cooperation under the Belt and Road Initiative, deepen cooperation and exchanges between China and Sierra Leone in such fields as infrastructure construction, trade, public services and youth exchanges, promote China-Sierra Leone comprehensive strategic cooperative partnership to a new level and bring more benefits to the two peoples. Mr. Yang Dongping, Vice Chairman and Secretary General of the Silk Road International Think Tank Exchange Center, signed a Memorandum of Understanding (MOU) with Dr. Denis Sandy, Minister of Works and Public Assets of the Republic of Sierra Leone.
