共建“一带一路”展现出更加广阔的发展空间

五年来,我国推动高质量共建“一带一路”。坚持共商、共建、共享,遵循市场原则和国际通行规则,实施一批互联互通和产能合作项目,对沿线国家货物进出口额年均增长13.4%,各领域交流合作不断深化。引导对外投资健康有序发展,加强境外风险防控。新签和升级6个自贸协定,与自贸伙伴货物进出口额占比从26%提升至35%左右。坚定维护多边贸易体制,反对贸易保护主义,稳妥应对经贸摩擦,促进贸易和投资自由化、便利化。十四届人大一次会议政府工作报告给出的五年来“一带一路”建设成绩单,再次向世人证明,共建“一带一路”具有更加广阔的发展空间。

五年来,在弘扬真正的多边主义精神,在大家的事情大家一起协商着办的原则下,中国与“一带一路”共建国家开展并建成了蒙内铁路、亚吉铁路、中老铁路、卡拉奇核电站、佩列沙茨跨海大桥,以及在建的雅万高铁、匈塞铁路、中泰铁路等。让这些国家及其民众从中获得了实实在在的好处:巴基斯坦因为电站建设完工,让更多人用上了电;肯尼亚蒙内铁路运营,使货运成本大幅降低,贸易发展得到极大促进;不少国家的民众因为共建“一带一路”项目而获得了就业机会,政府获得了更多税收。

五年来,共建“一带一路”的朋友圈不断扩大。2022年阿根廷、尼加拉瓜、叙利亚和马拉维与我国签署了共建“一带一路”的合作谅解备忘录。到目前已有151个国家、32个国际组织与我国签署了200余份“一带一路”合作文件。

五年来,尽管遭遇新冠疫情的影响,我国对“一带一路”沿线国家和地区的投资规模仍然保持了稳定。202219月,我国企业对“一带一路”沿线国家和地区开展的非金融类直接投资总额达156.5亿美元,较2021年同期增长了5.2%202216月,我国企业对“一带一路”沿线国家和地区的大型投资(单笔投资规模1亿美元以上)中,能源领域投资规模达70.6亿美元,同比增长95%……“一带一路”沿线国家和地区对基础设施建设的巨大需求为我国企业开拓工程承包业务提供了契机,在绿色基建、绿色能源、绿色交通、绿色金融等领域扎实推进务实合作,在推动“一带一路”沿线国家和地区经济发展的过程中,为这些国家实现绿色转型贡献了独特的中国力量。

事实证明,“一带一路”已经成为广受欢迎的国际公共产品,成为推动构建人类命运共同体的重要实践平台。“一带一路”建设秉持共商、共建、共享的原则,着力推进政策沟通、设施联通、贸易畅通、资金融通、民心相通,探索了促进共同发展的新路子,实现了共建国家互利共赢,为全球经济增长提供了新的驱动力,有着广阔的发展空间。

The Belt and Road Cooperation Has Opened up

a Broader Space for Development

Over the past five years, China has promoted the high-quality Belt and Road cooperation. We have pursued extensive consultation, joint contribution and shared benefits, followed market principles and international norms, and carried out a number of connectivity and industrial capacity cooperation projects. The import and export volume of goods to countries along the Belt and Road has increased by 13.4% on average annually, and exchanges and cooperation in various fields have been deepened. We will guide the sound and orderly development of outbound investment and strengthen the prevention and control of overseas risks. We newly signed or upgraded six free trade agreements and increased the share of imports and exports with free trade partners from 26 percent to about 35 percent. We will firmly uphold the multilateral trading system, oppose trade protectionism, prudently respond to economic and trade frictions, and promote trade and investment liberalization and facilitation. The report on Belt and Road development over the past five years, given in the Government Work Report to the First Session of the 14th National People's Congress, once again proves to the world that the Belt and Road cooperation has a broader space for development.


Over the past five years, in the spirit of genuine multilateralism and under the principle of joint consultation, China and other Belt and Road co-construction countries have launched and completed the Mombasa-Nairobi Railway, the Addis AbabaDjibouti Railway, the China-Laos Railway, the Karachi Nuclear Power Plant, the Peljesac Bridge, as well as the Jakarta-Bandung High-Speed Railway, the Hungary-Serbia Railway and the Sino-Thailand Railway under construction. These countries and their people have seen tangible benefits: Pakistan has brought electricity to more people with the completion of its power station; The operation of the Mongolia-Nairobi railway in Kenya has greatly reduced freight costs and promoted trade. In many countries, Belt and Road projects have created both job opportunities for the people and more tax revenue for the governments.


Over the past five years, the circle of friends for Belt and Road cooperation has been expanding. In 2022, Argentina, Nicaragua, Syria and Malawi signed Memorandums of Understanding with China to jointly build the Belt and Road. So far, 151 countries and 32 international organizations have signed more than 200 documents on Belt and Road cooperation with China.


Over the past five years, despite the impact of COVID-19, China's investment in countries and regions along the Belt and Road has remained stable. In the first nine months of 2022, Chinese enterprises' non-financial outbound direct investment in countries and regions along the Belt and Road reached USD 15.65 billion, an increase of 5.2 percent over the same period in 2021. Among them, from January to June 2022, Chinese enterprises made large-scale investment in countries and regions along the Belt and Road. Among the single investment scale of over USD 100 million, the investment scale in the energy sector reached USD 7.06 billion, up 95% year-on-year... These data show that the huge demand for infrastructure construction in the countries and regions along the Belt and Road provides an opportunity for Chinese enterprises to expand the engineering contracting business. In the process of promoting the economic development of the countries and regions along the Belt and Road, we steadily advance the practical cooperation in green infrastructure, green energy, green transportation, green finance and other fields. The realization of green transformation of these countries will benefit from the unique strength of China.


Facts have proved that the Belt and Road Initiative has become a popular international public good and an important platform for promoting the building of a community with a shared future for mankind. Following the principle of extensive consultation, joint contribution and shared benefits, the Belt and Road Initiative focuses on policy coordination, infrastructure connectivity, unimpeded trade, financial integration and people-to-people exchanges. It has explored a new way to promote common development, achieved mutual benefit for all countries, provided a new driving force for global economic growth, and has a broader space for development.
