在我国十四五规划和二〇三五年远景目标即将开局之年，如何加大力度打造“双循环”，更好地应对和参与“大变局”，将是我们面临的巨大挑战和要积极投身实践的重要课题。

发展是永恒的主题。“十四五”规划，围绕全面高质量发展这一主题做文章。也就是说，不但经济发展进入高质量发展阶段，社会、生态、文化、国家治理体系都进入高质量发展阶段，不但宏观层面需要高质量发展，中观、微观层面也都需要推进高质量发展，由规模扩张的发展模式全面转向更加注重质量、效率、效益的发展。

“一带一路”建设，当然也要围绕这一主题做文章。

习近平总书记于2013年9月7日，在哈萨克斯坦纳扎尔巴耶夫大学的演讲《弘扬人民友谊  共创美好未来》中指出，为了使我们欧亚各国经济联系更加紧密、相互合作更加深入、发展空间更加广阔，我们可以用创新的合作模式，共同建设“丝绸之路经济带”。这是一项造福沿途各国人民的大事业。

2014年11月4日，习近平总书记在中央财经领导小组第八次会议上的讲话强调，丝绸之路经济带和21世纪海上丝绸之路倡议顺应了时代要求和各国加快发展的愿望，提供了一个包容性巨大的发展平台，具有深厚历史渊源和人文基础，能够把快速发展的中国经济同沿线国家的利益结合起来。

十四五规划和二〇三五年远景目标明确，坚持实施更大范围、更宽领域、更深层次对外开放，依托我国大市场优势，促进国际合作，实现互利共赢。明确推动共建“一带一路”高质量发展。即“坚持共商共建共享原则，秉持绿色、开放、廉洁理念，深化务实合作，加强安全保障，促进共同发展。推进基础设施互联互通，拓展第三方市场合作。构筑互利共赢的产业链供应链合作体系，深化国际产能合作，扩大双向贸易和投资。坚持以企业为主体，以市场为导向，遵循国际惯例和债务可持续原则，健全多元化投融资体系。推进战略、规划、机制对接，加强政策、规则、标准联通。深化公共卫生、数字经济、绿色发展、科技教育合作，促进人文交流”。

因此，我们也必须认识到，投身“一带一路”建设，应当以我国十四五规划和二〇三五年远景目标为指引，“用实实在在的行动，推动‘一带一路’建设国际合作不断取得新进展，为构建人类命运共同体注入强劲动力”。

This year marks the launch of the 14th five-year Plan and the long-Range Objectives through the year 2035. It poses a huge challenge and puts forward an important issue for us on how to strengthen efforts to create a "double circulation" and better respond to and participate in the " major changes ".

Development is an abiding pursuit. The 14th five-year Plan focuses on the theme of all-round high-quality development. That is to say, not only economic development has entered into the phase of high-quality development, butsocial, ecological, cultural and national governance systems have also entered into a high-quality development phase. The construction of Belt and Road, of course, also should be done around this theme.

On September 7, 2013, General Secretary Xi Jinping pointed out in his speech "Promoting Friendship between People and Creating A Better Future" at Nazarbayev University in Kazakhstan, that in order to bring our Eurasian countries closer economic ties, deeper cooperation and broader space for development, we can jointly build the Silk Road Economic Belt through innovative cooperation models. This is a great undertaking that will benefit the people of all countries along the route.

On November 4, 2014, General Secretary Xi Jinping’s speech at the 8th Meeting of the Central Leading Group for Financial and Economic Affairs emphasized that the Initiatives of the Silk Road Economic Belt and the 21st Century Maritime Silk Road comform to the requirements of the times and the aspiration of all countries to accelerate development. It provides a vast and inclusive development platform with deep historical roots and cultural foundation, which can combine the interests of the rapidly growing Chinese economy with those of countries along the route.

The 14th Five-year Plan and the long-Range Objectives through the year 2035 have clear goals. We will continue to open wider to the outside world, in wider areas and at a deeper level, and rely on China's big market advantage to promote international cooperation and achieve mutual benefit and win-win results. We will promote high-quality development of the Belt and Road. We should adhere to the principle of extensive consultation, joint contribution and shared benefits, uphold the green, open and honest spirit, deepen practical cooperation, strengthen security and promote common development. We will promote infrastructure connectivity and expand cooperation in third-party markets. We will build a win-win system of industrial and supply chain cooperation, deepen international production capacity cooperation, and expand two-way trade and investment. We will continue to take enterprises as the mainstay, take the market as the guide, follow international practices and the principle of debt sustainability, and improve the diversified investment and financing system. We will further the synergy of our strategies, plans and mechanisms, and strengthen connectivity of policies, rules and standards. We will deepen cooperation in public health, the digital economy, green development, science, technology and education, and promote people-to-people exchanges.

Therefore, we must also recognize that our commitment to the Belt and Road initiative should be guided by China's 14th five-year plan and its long-Range Objectives through the year 2035. "we should take concrete actions to promote new progress in international cooperation in the construction of the Belt and Road and inject strong impetus into the building of a community with a shared future for mankind."
