2005年8月15日，时任浙江省委书记的习近平在浙江安吉县余村调研时，首次提出“绿水青山就是金山银山 ”的重要理念和科学论断。党的十八大以来，习近平总书记多次强调和阐述“绿水青山就是金山银山 ”的理念，指明了实现发展和保护协同共生的新路径。20年来，各地坚持以“绿水青山就是金山银山 ”的理念引领高质量发展、创造高品质生活、推进高效能治理，“绿水青山就是金山银山 ”理念深入人心，成为普遍共识和行动自觉。

中国式现代化是人与自然和谐共生的现代化，绿水青山就是金山银山理念是科学处理经济发展和环境保护问题的重大理论创新，既为中国式现代化找准了着力点，也为实现现代化提供了生态路径。鉴于此，丝路国际智库联合有关机构共同组建编委会，编写出版《2025年绿色发展报告》（中英文），阐释“绿水青山就是金山银山 ”重要理念提出二十周年来的的理论创新、制度创新、机制创新和实践创新，联合有关机构发起“推进‘一带一路 ’绿色发展行动计划 ”，为推进中国式现代化与高质量发展提供决策参考， 向共建“一带一路 ”国家、丝路青年广泛宣传全球发展倡议关于人与自然和谐共生的中国方案，助力共建清洁美丽世界与世界现代化进程。

编委会拟向相关机构征集在绿色发展形成的典型案例，特商请贵机构提供相关资料、数据和摄影作品。具有较大国际推广价值的典型案例，由编委会组织撰写专题报告。入选机构负责人担任报告编委。

On August 15, 2005, during an inspection in Yucun Village, Anji County, Zhejiang Province, Xi Jinping, then Secretary of the Zhejiang Provincial Committee of the Communist Party of China, first proposed the important concept and scientific assertion that "Lucid waters and lush mountains are invaluable assets." Since the 18th National Congress of the Communist Party of China, President Xi Jinping has repeatedly emphasized and elaborated on this concept, outlining a new path for the coordinated coexistence of development and environmental protection.

Over the past 20 years, various regions have adhered to this philosophy to drive high-quality development, enhance quality of life, and promote effective governance. The concept of "Lucid waters and lush mountains are invaluable assets" has become deeply ingrained in people's minds, forming a broad consensus and a conscious course of action.

Chinese-style modernization is characterized by harmony between humans and nature. The "Lucid waters and lush mountains are invaluable assets" concept represents a major theoretical innovation in balancing economic development and environmental protection. It not only identifies key focus areas for Chinese modernization but also provides an ecological pathway to modernization.

In light of this, the Silk Road International Think Tank, in collaboration with relevant institutions, has established an editorial committee to compile and publish the bilingual 2025 Green Development Report. This report will elaborate on the theoretical, institutional, mechanistic, and practical innovations that have emerged over the past two decades since the introduction of the "Lucid waters and lush mountains are invaluable assets" concept.

Additionally, in partnership with relevant organizations, we are launching the Belt and Road Green Development Action Plan to support high-quality development and Chinese-style modernization. This initiative aims to provide strategic recommendations, promote China’s vision for harmonious coexistence between humanity and nature under the Global Development Initiative, and contribute to the creation of a clean, beautiful world while advancing global modernization.

The editorial committee is now seeking exemplary case studies on green development from relevant institutions.We sincerely invite your organization to provide relevant materials, data, and visual documentation. Selected cases with significant international value will be compiled into special reports by the editorial committee. The heads of selected institutions will also be invited to serve as editors of the report.
